Programs are only limited by our imaginations.  Our imagination is limited by our lack of vision and by not training ourselves to look for need and seeing need as an opportunity for ministry.
Add your own ideas to the list above, match them with your given opportunities, sets of problems, people who are gifted or willing to do some of these kind of things.
Here are some other types of programs:
Big brother Big sister program in coordination with local church. (Mercy funds can be used to help administrate this or minister to families in program).
Scholarship to Christian school program or “exodus” program to send inner city kids to Christian boarding schools.
Creating a Christian pre-school, or urban school. (Mercy funds to help fund some kids to this program).
Matching grant for adoptions, especially special needs adoptions.  This is a great program for Presbyteries to have to match what a local church gives one of their own families.
Smoke alarm, fire prevention program.  Great outreach program to your neighborhood, with Deacons installing alarms, free of charge to your neighbors.
